SCHOOL ATTENDANCE AREAS

 

          Students attending the Pulaski County public schools are assigned to specific schools on the basis of physical address.  These assignments are made in accordance with the established Attendance Zones adopted by the School Board and enforced by the various school Principals.

 

Change of Residence

 

          If, during the course of a school year, a student’s legal residence changes and that new residence places him/her in a different attendance zone within the county, the parent or guardian must apply for out-of-zone status by completing a Transfer Request Application within 10 school days.  If the student’s legal residence changes and the new residence places him/her outside the county, the student must apply as a Non-Resident (see Policy JEC and regulation JEC-R) within 10 school days, if the parents want the student to remain in a Pulaski County School.  In any case where a student is attending outside his/her legal attendance zone, bus transportation is not necessarily available.  Parents assume the responsibility for making all transportation arrangements, both to and from school.

 

Request to Transfer Within the County

 

          Parents of PCS students who perceive the need to have their children attend PCS schools other than the ones to which they are assigned may apply for a transfer using the approved Transfer Request Application.  Transfer requests may be generally considered appropriate for the following reasons:

 

1. The student has need of special educational programs or services which are not offered at the assigned school or are inadequate to meet the student’s needs and can be better accommodated at the requested school.

2. The transfer would result in the improvement of the educational environment at the assigned school without creating undue or adverse impact upon the educational environment at the requested school.

3. The student is in demonstrated danger of physical or psychological victimization or has actually been a victim of violence at the assigned school.

4. The student’s family has a demonstrated hardship situation which requires special consideration.

5. The student is involved in a temporary domiciliary situation pending expected resolution.

 

 

          The procedure for applying for a transfer within the county is as follows:

 

a) Parents file a Transfer Request Application with the Office of the Superintendent through the Superintendent’s designee.

b) Copies of the Application are sent immediately to the Principals of both the assigned and requested schools for review.

c) Both principals review and advise as to the suitability and desirability of the requested transfer in writing to the Superintendent’s designee within 5 days’ receipt of the notice of request.

d) The Superintendent’s designee shall review the request and the principals’ advice and make recommendation to the Superintendent for approval or rejection of the transfer request.

e) The Superintendent will make a recommendation to approve or reject the transfer request and will present the recommendation to the School Board at its next regularly scheduled meeting.

f) The Superintendent’s designee shall inform the applicant student’s parents immediately after approval or rejection of the transfer request.  Students approved for transfer may enroll at the requested school on the next school day.

g) Students whose requests are denied by the Superintendent shall have the right to appeal directly to the School Board and shall be so informed by the Superintendent’s designee upon notification of recommendation of rejection of the application to transfer.

 

In all cases, students who are approved for transfer assignment are not entitled to county school bus transportation.  Parents of transfer-assigned students are responsible for providing transportation to and from school and all school activities.  Failure to provide such transportation will result in the student’s reassignment back to the originally-assigned school with loss of privilege to apply in future years.

Transfer approval is valid for THE REQUESTED SCHOOL YEAR ONLY.  Students automatically revert to their original domiciliary-based attendance zone school assignment at the end of each school year and must re-apply each year if they wish to attend a different school.
